As of Sept. 16, 2016, the Texas Rainwater Catchment Association and the American Rainwater Catchment Systems Association officially reorganized with the Texas group taking the ARCSA name and serving nationwide while the original ARCSA changed its name to the ARCSA Foundation.

The reorganization was approved by the Boards of Directors and members of both organizations in order to better promote rainwater harvesting and water conservation throughout the United States, according to David Crawford, ARCSA Chairman.

“This reorganization makes each organization stronger and more focused,” he said. “By combining the specialized functions of the two organizations into a more effective cumulative force, it makes the sum greater than the parts for impacting the future of rainwater harvesting education and practice.”



ARCSA (formerly known as the “Texas Rainwater Catchment Association” or “TRCA”) will expand its historical mission of providing resources and information on rainwater collection, promoting the advancement of rainwater conservation and working with state, county and other local governmental units in promoting rainwater catchment to an international platform rather than limiting its service to citizens of Texas. It will continue to operate as a trade association under section 501(c)(6) of the Internal Revenue Code.

The Foundation (formerly known as the “American Rainwater Catchment Systems Association” or “original ARCSA”) will continue its charitable and educational mission of supporting sustainable rainwater harvesting practices to help solve potable, non-potable, stormwater and energy challenges throughout the world.  It will continue to operate as a public charity under section 501(c)(3) of the Internal Revenue Code.

As separate nonprofit organizations, ARCSA and the Foundation will coordinate efforts whenever possible, with ARCSA working through its members and industry relationships and the Foundation performing educational, charitable and research activities.



As approved, the Foundation is not a membership organization and all persons who were members of original ARCSA will become members of ARCSA, leaving the Foundation with no members.  This will be handled “in-house” by the staff with no action required from the members.

The effects on membership terms and dues are as follows:

1.       Persons who were TRCA members but not members of the original ARCSA as of Sept. 16, 2016, will become ARCSA members for the remainder of their TRCA membership term (i.e. no upcharge for the difference between TRCA and ARCSA fees for that remaining period).  At the expiration of their TRCA membership, these individuals may choose to join ARCSA at the regular renewal rate (individual or business). TRCA membership is no longer available after Sept. 16, 2016. The former TRCA - now known as the American Rainwater Catchment Systems Association –will maintain the pre-existing ARCSA membership categories and dues.

2.       For persons who were members of both the original ARCSA and TRCA, their new ARCSA membership expiration date will be recorded as the later of the two expiration dates. Those TRCA business members who were individual members in ARCSA will be upgraded to ARCSA business memberships.

3.       As noted above, for persons who were members of the original ARCSA - but not TRCA members – their ARCSA memberships will automatically come up for renewal just as originally scheduled.


Web Presence

The web page will become the web presence for ARCSA.  The Foundation will use  The TRCA website will no longer be functional, and all appropriate content will be transferred to the or the websites.


Board Members for the Foundation

There is an initial “place holder” Board of Directors of the Foundation, but a new Board will be appointed by the Board of Directors of ARCSA. There may be some overlap with the ARCSA Board of Directors (at minimum, the Chairman of the ARCSA Board is required to serve as Chairman of the Foundation Board), but the goal is to recruit new Board members for the Foundation, with an emphasis on individuals with expertise in educational programs and industry research, both from a fundraising and a proposal funding perspective.

The Foundation’s Board members will direct the Foundation in fulfilling its mission, such as seeking opportunities to sponsor appropriate educational and research projects. The first major activity of the Foundation will be the educational conference scheduled for Monday and Tuesday, December 5-6, in Las Vegas, Nevada.  For information about the conference, please click on the following link:



ARCSA’s next major event will be the ARCSA/Irrigation Association/Groundwater joint EXPO and tradeshow that will be held on Wednesday-Thursday, December 7-8 in Las Vegas, Nevada at the Las Vegas Convention Center.  Those are the two days immediately following the Foundation’s annual educational conference being held on Monday-Tuesday, December 5-6. There are still booths and sponsorship opportunities available for interested parties.
